Page 2 of 4 Setting Up Our Drawing for Coloring
First lets convert our drawing into a MovieClip (Modify -> Convert to Symbol). Name this MovieClip: "Colorable" and add linkage for exporting for actionscript. Then let's extract the different colorable areas. Each area will be grouped (ctrl+g). Now that the grouping has been taken care of, the outline can then be extracted and converted to its own MovieClip. Name this new MovieClip OutLines and set linkage for exporting for actionscript. Now delete this from the Colorable MovieClip. Prior to converting these symbols to MovieClips: Be careful not to position these MovieClips differently as their (0, 0) coordinates may differ when adding to the stage. After following these directions, you should now be staring at something like this: 
Distribute these groupings to each layer. Now is the time to space each colorable item is on their own frame. If any 2 or more keyframes are on the same frame, those groupings that are on the same frame will change together. For example, the left image shows the keyframes have different number of blank frames on their layer. Those with the same number of blank frames on their layer will be the colored together. In this case, the hamsters body is on the 3 bottom layers.
